"Fear mongering" - the use of fear to leverage the opinions and actions of others towards some end. The object of fear is exaggerated; those the fear is directed toward are kept aware of it on a constant basis.
We've now fallen so far as a nation that most Americans probably couldn't even tell you which president said these immortal(?) words: “the only thing we have to fear is fear itself.”
It's a sad day when the government has try and convince Americans that they need to be spied on to be protected from "the terrorists," but yet there they are, using age-old propaganda techniques mixed with 21st century technology. What's even more ridiculous is the fact that many Americans know that the government's fear mongering isn't even very believable anymore.
